Developers adapt in Johor as market slows

KUALA LUMPUR: The property market outlook in Johor remains positive despite concerns of oversupply in the state, as developers scale back on launches and change strategies in response to the cooling market, said the Malaysian Institute of Estate Agents (MIEA) Johor state branch chairman Vadeveloo Suppiah (pix).

According to him, many units have been planned and launched in the state especially in the Iskandar Malaysia (IM) economic zone but take-up rate has been slow, especially in the second half of 2012 and moving into 2013.

“Some have been sold, some are under approval. With the cooling measures, some developers who were supposed to launch, are scaling back and some like UEM Sunrise Bhd with a big landbank are shifting towards township and landed properties or industrial parks instead of doing serviced apartments and condominiums which they had planned earlier. Now they are shifting while waiting for the market to recover,” he told reporters at the MIEA Annual Malaysian Property Market Outlook yesterday.

He said one of the concerns is the sustainability of prices especially for condominiums in IM with the large incoming supply namely Country Garden’s 9,500 units, R&F Properties’ 32,000 units over 10 to 15 years, The Greenland Group’s 2,200 units and 80,000 units in Danga Bay, Senibong, Medini with some scattered around the Johor Baru city area.

Vadeveloo said the cooling measures announced in Budget 2014 were effective in Johor and the state’s house price index contracted 1.6% quarter-on-quarter in the second quarter of 2014.

“This is the first decline in 27 months, on weaker buyer sentiment due to government cooling measures in Budget 2014 coupled with new strict government policies on foreign purchase especially on supply in certain sectors,” he said.

Vadeveloo said state policies to address oversupply has slowed down the market this year especially in the first half, and especially in the condominiums and serviced apartment market. The move also tremendously reduced the number of speculative buyers.

Some of the measures include the foreign purchase consent fee, which was increased from a flat fee of RM10,000 to 2% of purchase price now, the 7.5% levy for release of bumiputra units and the RM1 million floor price for foreign purchases except for projects with special approval and those in Medini.

However, the outlook remains positive with total investments in Johor to exceed RM20 billion this year. The total cumulative committed investments up till September this year is RM156 billion with 50% already materialised.

“Landed residential properties in IM continue to see healthy demand and stabilised prices. Demand from first time buyers, upgraders who live and work in Johor, and Malaysians working in Singapore, remain strong,” said Vadeveloo.

He said the completion of various infrastructure projects such as the Eastern Dispersal Link Expressway and coastal highways have improved connectivity and unlocked the value of land nearby while the completion of projects such as Legoland, Johor Premium Outlet and Pinewood Iskandar Malaysia Studios have boosted the confidence level of developers and purchasers.

Meanwhile, investments such as the Pengerang Integrated Petroleum Complex and Microsoft Corp’s data centre in Kulai Jaya will create more jobs and boost the population in IM.

International zone for property Iskandar Malaysia

Local and international developers have been launching mega integrated iskandar project one by another recently in the Iskandar Malaysia. Property market watchers are worries about the slowdown of the Iskandar  property due to over supply of housing. In light of this issue, State Housing and Local Government Committee chairman Datuk Abd Latif Bandi said that Iskandar Malaysia property market is indeed slowing down, but the situation is expected to be just temporary and believe that the demand will be rebound early next year.

“Compare to Selangor and Penang, Johor Bahru especially Iskandar Malaysia which is adjacent to Singapore are more suitable for property investment. Many developers hope that Johor state government can release the restrictions of foreigners property ownership for Iskandar property in Iskandar Malaysia,” Abd Latif said.

“Johor state government still in the progress of case study to setup “international zone”, it is expected the study report will be completed next year.”

According to Abd Latif, international zone means that foreigners and local house buyers will pay the different tax rates in international zone. Local house buyers who buy the property in the international zone can sell the property to foreigners without any restrictions.

Abd Latif said that housing type in international zone are mainly strata property like condo, and local buyers will have priority in landed property. It wouldn’t affects the quantity of property units owned by local Malaysians.

“Total Johor land size of international zone is yet for release, but its location are set to be Tebrau coastal area and Danga Bay area. Iskandar property price in international zone are set to be 1 million and above,” said Abd Latif.

KPRJ-Country Garden iskanar project Forest City and Duty Free Zone

China’s developer Country Garden Holding and Johor State investment arm Kumpulan Prasarana Rakyat Johor (KPRJ) have joint venture to drawn out plans for a massive reclamation project to build luxury residential property at Pendas area in southern Johor, close to Singapore.

The new project is being dubbed Forest City.

Sources said that the new project could occupy land area of “a few thousand acres,” which would make it one of Iskandar Malaysia’s largest projects compares to Sunway Group new city and town projects at Medini South and Pendas area.

Industry sources said that such a reclamation project could be the largest reclamation project in the Malaysia, and that the developers for such mega projects must have strong financial resources.

KPRJ is the state government’s investment arm that owns 30% stake in Iskandar Waterfront Holdings IWH. Iskandar Waterfront Holding has 1,619ha of land bank in Iskandar Malaysia stretching along the coastal line of Flagship A, Flagship B and Flagship C, which is the premium land area of Iskandar Malaysia.

Tallest tower to be in Iskandar Malaysia

Iskandar Malaysia fetched new integrated development project with new record high land price after the China Guang Zhou developer R&F Properties. Sin-Hao Yuan Land, a property firm linked to a Singapore developer inked a deal with Iskandar awaterfront Holdings to buy six parcels of land totalling 15ha in land size in Danga Bay for RM1.6 billion. The land is located just next to the place of upcoming 3.2 billion Singapore Dollar township joint develop by CapitalLand Malaysia and Temasek Holdings.

At RM998 per square feet (psf), the sale set a new benchmark for commercial land transactions in Johor Bahru, beating even the landmark RM4.5 billion deal between the Johor Sultan and China’s Guang Zhou developer R&F Properties, which was agreed at RM891 psf.

Sin-Hao Yuan Land aims to build the Malaysia tallest to be tower in Danga Bay as part of its project in Iskandar Malaysia. The integrated development have total gross development value of RM8 billion, comprising of high end residential, commercial and retail properties. Sin- Hao Yuan Land is linked to Singapore Developer Hao Yuan Investment, controlled by Singapore permanent resident Du Zhen Zeng.

The integrated development project will be built by joint venture with Iskandar Waterfront Holdings (IWH), a Malaysia property developer which have the most land in Iskandar Malaysia. Sin-Hao Yuan will have 60% stake in the joint venture vehicle, Pristine Sun Properties, with Iskandar Waterfront Holdings controlling the rest.

Sin-Hao Yuan Land said the integrated development will feature a “the tallest iconic tower in Peninsular Malaysia and a landmark tower in Iskandar Malaysia”. However, it did not specify the height of the planned tower. Currently the tallest tower in Malaysia is the 88-storey Petronas Tower in capital of Malaysia Kuala Lumpur, at 452 meter height.

The Iskandar Waterfront Holdings executive director Mr Lim said he expects the upscale development to provide long term recurring income for both parties. Sin-Hao Yuan Land’s latest plan come on the back of rising China interest in Iskandar. China developer Country Garden have the integrated development with Gross Development Value of RM18 billion, Zhuoda has joint venture with Iskandar Investment Berhad IIB to joint develop integrated development in Medini and latest purchased of land by Guang Zhou developer R&F Properties.
